Method
Apiaries testing positive for the disease in the year, transcribed from the count the surveillance table prints. Never from the percentage that same table publishes alongside, and never by adding diseases together: an apiary can test positive for more than one, and the document does not say how many did.
Confidentiality
Threshold per apiary, using the programme's parameters. This series publishes only the national figure, so none of its cells points to a place. The barrier is declared anyway because a population has a single protection across every measure in its universe, and the sibling series does publish down to commune level. Each positive apiary contributes one to its cell, and that breakdown travels with the table, so the dominance rule can be evaluated instead of being treated as met.
Limitations
The figure is national and has no regional breakdown, because the table that publishes it does not carry one. A total across diseases is not published: it would double-count an apiary positive for more than one.
Revision policy
The whole series is recalculated when the agency publishes a new edition, and the previous version is kept as an erratum with its reason.
